Here areThree different ways to draw a line through text.

It is recommended to style HTML with CSS, so the first example would be my recommendation.

And since, the <s> tag is depracated, the second example would be my second recommendation.

Although, the third example does still work, the documentation suggests it has a different sematical meaning

This is from W3Schools and they got it from 'MDN' The Mozilla Developer Network, who are a member of the 'WHATWG' or the 'Wed Hypertext Application Technology Working Group' along with Apple, Google and Microsoft they are part of the 'Steering Group' of 'WHATWG'.

HTML Tag

The <s> element is used to identify text that is no longer accurate or relevant. It is similar to, but semantically distinct from, the <del> element which is used to identify document edits. By default, browsers render the contents of an <s> element with a strikethrough.

The story is that the 'WHATWG' was form to bring stabilization to the web by using a single document for all browsers to use. They competed with the 'W3C' or 'World Wide Web Consortium' for decades and finally took control of the webs documentation from the 'W3C', who still sort of have an advisory position on the board, similar to Englands Royal Family. They actually have no control over documentation of the Web after conceding control to the people who actually had to implement the code on the web. The W3C wanted to do away with HTML all together and go with their own XML styled XHTML. Just Google whatwg -vs- w3c for the whole story.
