How many times have you tried it and it didn't work??? Well, there is allways a reson. in this link you can see that the rel attribute is required for the LINK element, and without it there will be no link between the HTML file amd the linked resource.
BTW, As of HTML5, if the type is "text/css", it can be omitted...
A VALID LINK to an external CSS file, as shown above, includes the rel="stylesheet" attribute and value.
